Performance measurement
and comparison as well as benchmarking have, in a German and
international context, become an important item on the agenda in regards
to the modernization of public services. Against this background, the
conference will deal with the operational aspect of benchmarking and
performance comparison, which will be applied to various spheres of
activity and to the different levels (national, state, municipal) of the
German public administration and which are already completed or still in
planning. Tied to the recently passed Article 91 of the GG (German
Federal Law), which gave performance comparison for the first time a
constitutional basis with its introduction during the second round of
federal reforms in 2009, questions regarding the legal standardization
of benchmarking and the cooperation between the national and state
levels concerning the implementation of benchmarking shall, on the one
hand, be discussed. On the other hand, current practical applications,
implementation problems and future perspectives of this reform
instrument will take center stage at the conference. The question of if
and under what conditions benchmarking and performance
measure/comparison can contribute to the modernization of the
administration, the improvement of administrative performance and
law-making, and federal competition.
