Towards
a European Research Area
Fall
Conference of the Research
Institute for Public Administration Speyer
The
Research Institute for Public Administration devoted its Annual Fall
Conference in 2005 to the development of the European Research Area. This
year’s topic expands the research profile of the institute to the Issue
of Science Policy after having dealt with Multilevel Democratic Governance
in Europe in 2003 and the development of a European Administration Area
in 2002.
Universities
and research institutions, policy makers at various levels, new and old
intermediary organizations in the policy process as well as funding
councils are confronted with an increasing pace in the development of the
European Research Area.
The
conference attracted a European audience, both academics and practitioners
in the area of European Research, Technology and Development policy.
Around
90 participants took part in the lively discussion on the relation between
the RTD policy at the European and the various national levels with a
special focus on the new member states. Three sessions will deal with central topics from the
debate: (1) the
coming into being of a European Research Council, (2) the need for
internationalization of research and the overcoming of barriers to
mobility and collaboration, and (3) the decision process on Framework
Programme 7.
