Welcome

On behalf of the German University of Administrative Sciences and the German Research Institute for Public Administration we would like to welcome all participants of the 1st European Summit on Modernizing Government.

It would be a great honour to host you in the German Competence Center of Administrative Sciences, which was founded in 1947 and renewed following the German Unification through the accession of the new German Laender (States).

With the enlargement of the European Union in 2004 we see an increasing exchange of experience in Modernizing Government. Different traditions and cultures tend to build a common European administrative space, in which interoperability and mobility take place.

Prof. Hill, the Chair of this Conference, has recently published a database and individual reports on Modernizing Government in European States as a result of a research project in cooperation with graduates of our Centre. Each participant will get a copy of these reports. We hope that as a result of this summit we shall be able to check and enlarge the information given in these reports.

Furthermore we would like to present and discuss the project of a new European Public Leadership Award that will start under the German EU Presidency in 2007.

Last year an academic colleague said in his closing speech at the end of a conference:„Speyer inspires". We wish you an inspiring conference, a pleasant stay at Speyer and the region of the Palatinate. Bring in your ideas, get new insights, make new friends and come back next year.
