The German University of Administrative Sciences Speyer develops web-based-trainings (WBT) for further education for public administrations. In the context of E-Government at local level - the so-called virtual or electronic city halls. It concerns the reorganisation of business processes as well as methods of the knowledge appropriation and communication of all participants inside and outside the administrations. 

The WBT aims to introduce E-Government and the success factors for its implementation. Previous experiences at local level and in particular from the "E-Government-Leitprojekt" MEDIA@Komm (http://www.mediakomm.net) will be used to provide guidelines and assistance to other municipalities for the introduction of virtual city halls. The learning programme provides the user with the opportunity to observe and learn from "virtual colleagues" and experiences of E-Government. Different situations and actions are presented. 

The project was designed by the German University of Administrative Sciences Speyer, Professor Dr. Hermann Hill, with federal subsidies and in co-ordination with the MEDIA@Komm-Projekt.

  • leadership and executive level in public administrations
  • students of the German University of Administrative Sciences Speyer (DHV)  as well as University Erfurt and Frankfurt/Oder
  • participants of the advanced training at the DHV Speyer
  •  
Program- technical strategy:
  • For the arrangement of the content the model of an information program with tutorial and interactive elements for self studying was chosen.
